As an important part of the intellectual property service industry, the patent agency industry has made important contributions to ensuring the effective operation of the patent system in the past 40 years, and has played an important supporting role in enhancing the national innovation capacity and strengthening the protection of intellectual property rights. However, the violations in the industry in recent years have seriously damaged the healthy development of the industry and also affected the normal order of scientific and technological innovation. To this end, we hereby issue the following initiatives to the whole industry:
All patent agencies and patent agents shall consciously abide by national laws and regulations and industry norms. Adhere to the integrity of the practice, resolutely resist the fabrication and agency of abnormal patent applications, leasing and lending qualifications, false publicity, low-price vicious competition, improper means to solicit business, harm the interests of customers and other illegal acts, and jointly maintain the market order of the patent agency industry.
All patent agencies and patent agents shall adhere to professional ethics, strengthen quality awareness, and carry forward the spirit of craftsmanship. We should close the source of patent quality and refuse to provide low-quality services. Establish the concept of lifelong learning, strive to improve the ability of agents, keep up with the pace of development of The Times, and better integrate into the overall situation of national development.
All patent agencies and patent agents should establish a sense of the overall situation and create a new industry ecology of collaborative construction, harmony and win-win. Actively participate in the positive publicity of the industry, enhance the public's awareness and recognition of the industry, cultivate the quality-oriented patent agency market demand of innovative subjects, and jointly create a good social atmosphere for the healthy development of the industry.
